AB 233 - (Jones) establishing the Diesel Vehicles and Engines: Healthy Heart and Lungs Act, increasing minimum civil penalties for idling of commercial diesel-fueled vehicles from $100 to $300 and other provisions. On 9.12.07, the Senate concurred in amendments to the bill and the bill was sent to the Governor for his signature." On October 13, 2007 the bill was signed into law as Chapter 592.

According to the California Air Resources Board, "This law will help reduce diesel particulate exposure by increasing fines and preventing registration of trucks with outstanding citations for pollution violations. Diesel particulate matter is responsible for 70 percent of the cancer risk associated with breathing toxic air pollutants in California. This bill also directs the ARB to develop a comprehensive plan for enforcing its diesel regulations for all vehicles and engines."
